Greater Manchester Police and Crime Commissioner’s Active Citizens’ Fund

The Police and Crime Commissioner’s Active Citizens’ Fund is a funding scheme for Greater Manchester’s grassroots organisations. Applicants can apply for up to £5,000 of funding to deliver projects that focus on reducing demand on policing and improving community resilience. The Police and Crime Commissioner is especially keen to support a wide range of projects with seed funding that may lead to larger scale innovation in the future.

Awards will vary according to the nature and size of a project. Consideration will be given to the benefit a project or scheme will bring to a local community and how accessible it is to that community. The Police and Crime Commissioner is keen to get as wide a participation as possible in the fund and therefore, all successful applications may be asked to contribute to its future promotion. Projects may also be publicised in the media.

Outcomes
Successful projects should focus on reducing demand on policing and building community resilience. The project should meet one or more of the following outcomes:
• Reduced crime in the immediate area
• Reduced antisocial behaviour in the immediate area
• Decreased demand on police and other public services in the immediate area
• Improved understanding of the role of the police
• Reduced vulnerability to crime

Objectives
Successful projects should achieve the outcomes above by delivering one or more of the following objectives:
• Prevent crime
• Improve the safety of neighbourhoods
• Support for vulnerable victims of crime
• Promote community tolerance across communities/generations
• Increase the capacity of community organisations to work with the police and other public services
• Increase the numbers of volunteers in existing projects
• Increase volunteering opportunities and volunteer networks
• Improve citizens’ sense of belonging to a community
• Retain/ re-connect people with the local community to improve neighbourliness

Please note that this list is not exhaustive, and that the Police and Crime Commissioner is particularly interested in innovative projects.

Social Value
The Police and Crime Commissioner aims to build resilient communities, reduce demand for public services, lower environmental impacts and secure improvements in social capital, such as citizenship, neighbourliness, social networks and civic participation associated with general positive effects across the life course. Project proposals should have regard to the social value policy.

Organisations must deliver their project within the Greater Manchester area
• Awards can be given in the form of money, goods or services (the Police and Crime Commissioner’s office may be able to help with the purchase of goods)
• The maximum amount which can be applied for is £5,000
• Organisations may be asked to provide receipts of any items purchased with the grant awarded, details of the organisation’s most recently audited accounts or bank statements and any other supporting information
• Organisations must undergo due diligence procedures before funding will be awarded
