Community Safety Funding grants programme

Manchester’s Community Safety Partnership has funding available from the Mayor’s Office to deliver the Police and Crime Plan. The funding is available to support Community, voluntary and faith groups to fund activities to help support their local communities to feel safer, become more connected and to help create stronger communities that are working together to respond effectively and appropriately to maintain the safety of residents.

Manchester’s Community Safety Partnership know that local community, voluntary and faith groups are delivering excellent work and want to award funding to these groups to deliver either new projects or ongoing project activities that can illustrate the positive impact this work is having for the benefit of Manchester residents.

This funding is a one-off pilot programme, with an understanding this this funding may not be repeated. However, information created from funded activities help to create future funding decisions.

Manchester’s Community Safety partnership have commissioned Macc to administrate this grants programme. Macc has worked with the Community Safety Partnership on other grants funding programmes but as this is a new programme with different criteria. Funding available
Apologies if there has been some confusion about the amount that can be applied for in this funding programme.  Applicants are welcome to apply for grants for up to a maximum of £5,000.
This funding will be awarded in medium sized grants of up to £5000 available per group or organisation to deliver projects/ activities between October 2018 and April 2019 (a total 6 months project duration).
Funded projects will be required to complete post project evaluation within a month of the conclusion of the funded project.
Applications will be accepted from groups and organisations working together in partnership to deliver joint project activities.

To be eligible to apply
The funding programme is open to Community, Voluntary and Faith sector groups and organisations, which meet all the following criteria:

  • Have a governing document or constitution
  • Have a safeguarding policy
  • Have a current insurance liability policy to cover their funded events
  • Have a bank account in the name of your group/ organization with at least two signatories
  • Have a set of financial accounts, or an income and expenditure sheet
  • Have a health and safety policy and/or procedure
  • Can show evidence (e.g. minutes) of Board / Management Committee meetings in line with your constitution
  • Have a list of Board / Management Committee members including their roles
  • The group or organisation works in an area within the city of Manchester and for benefit to people living in the city of Manchester
  • The funded project  activities are planned to be held in an area in the city of Manchester for the benefit of Manchester Residents
  • Agrees to complete and return the Grant Monitoring Form

You have to provide the following documents with your completed application form:

  • Your governing document or constitution
  • Your safeguarding policy
  • A current insurance liability policy to cover the funded events
  • A set of financial accounts, or an income and expenditure sheet
  • A list of Board / Management Committee members including their roles and addresses

Funding programme objectives:

  • To feel safer,
  • Become more connected and / or 
  • To help create stronger communities that are working together to respond effectively and appropriately to maintain the safety of residents

Please be aware that your application must include details one of more of the above objectives to be considered for funding

What we will fund: 
As this is a new funding programme we cannot provide previous examples of projects, which have been funded previously, however, this funding wants to support larger pieces of work, which could be series of workshops or a project with several activities. This could include ongoing open community discussions, or the creation of films, videos, theatre or art projects or several community days, or another project idea. This funding is not to fund a one off event or activity but a group of activities that can be part of larger piece of work with the intention not creating a positive impact in one or more community in Manchester.  As long as this project activity meets the overall objectives of the funding programme your application will be assessed for funding.

Expected projects costs could include the following:

  • Venue hire
  • Equipment purchase or hire
  • Volunteer expenses
  • Staff costs
  • Printing/ stationary costs
  • Promotional material costs
  • Transport costs

Please be aware that the budget element of the application is an essential part of assessment of your application and only budgets that are reasonably costed will be funded.

What this funding programme cannot fund:

  • Any political organisations or groups
  • Cannot pay for speakers from within your organisations
  • Purchase of vehicles or property
  • Building renovation / repair

The application form will ask how your project activities will benefit the local community, how many people are expected to attend regularly, the number of volunteers your activities involve and if this is a new project or part of larger programme of work. The project must take place in the city of Manchester and illustrate the benefit to Manchester residents.

How to apply

  • The deadline for applications is Monday 6 August 2018 at 12noon
  • If successful applicants will be notified by Monday 3 September 2018
  • Applications should be emailed to communitysafety@manchester.gov.uk or post to Community Safety Team, PO Box 532, Town Hall, Manchester, M60 2LA
  • If successful funding will be paid in one tranche of money by BACS transfer

Please note that all applications should be sent (either email or post) to Manchester’s Community Safety Team at communitysafety@manchester.gov.uk then the applications will be transferred to Macc to be processed.

All applications will receive an acknowledgment email. If you do not receive this email, we have not recieved your application and it will not be assessed for funding. If you have applied but not received a confirmation email, please contact Anna at Macc on 0161 834 9823 as soon as possible after submitting your application.

Support with your application
Macc’s capacity building team can provide support for applicants through their usual referral process. Groups are free to contact them on the 0333 321 3021 support line or via info@mcrcommunitycentral.org to request support and the team will manage requests subject to their capacity.

How will decisions be made
An independent panel of representatives from Manchester City Council, the police, the voluntary, community and social enterprise (VCSE) sector and a faith community representative will make decisions. The panel will assess all applicants who meet the conditions of funding. All decisions by the funding panel will be final. All applicants will be notified by email if your application is successful by Monday 3rd September 2018.

Following the assessment of applications, all successful applicants will be sent a grant offer letter; with a grant acceptance form attached which will include the terms and conditions of accepting this funding grant. Successful applicants will need to complete and return this form to Macc before payment can be awarded. You will also receive your grant monitoring form with your grant offer letter.

Due diligence checks of successful applicants
Please note that there will be due diligence checks made on successful applicants. This is so that we can verify your organisation exists, that you are active locally and that you are financially solvent. As part of this process, we may ask for some additional information from you as part of the assessment process. This can delay awarding payment or the funders can decide not to award payment if they feel that the organisation may use the funding for means other than those started in the application form or have reservations about the financial stability of an organisation or group.

Monitoring and evaluation
All successful applicants will be required to complete a grant monitoring form as a condition of receiving the funding. This monitoring form must be completed within 4 weeks following your event. Organisations that fail to fill in the monitoring form may put any future funding applications to this funding programme in jeopardy. The grant monitoring form is a short form to update us on what you did as part of your event and what the outcome was.

If you would like to send us photos, feedback from attendees, videos, newspaper clippings, we would be happy to receive these. We will use these forms to help promote the funding grants for the following year and illustrate the wonderful work being done in Manchester to raise awareness of aspects of community safety to help support communities postively.
