Voluntary Sector Assembly
The next assembly will be in June. The main focus will be “State of the Sector” (see below).

State of the Sector
The State of the Sector will be published in June. It is the second time that this research has been done in order to produce: reliable, statistically significant and current data on the voluntary sector in the city of Manchester; and information on the key issues affecting the voluntary sector in the city.

Mental Health Grants
Manchester Clinical Commissioning Groups set aside £330,000 for mental health grants to be administered by Macc which has now been allocated. Details of the successful projects can be found here.

Our Manchester VCSE Grants
Manchester City Council is bringing together into a single pot the: Equalities funding programme: Health and wellbeing grants: VCS mental health contracts: Carers’ groups contracts: Community association grants. The infrastructure pot will be separate.

All the organisations that, at present, receive funding have had their funding extended. Following a number of consultations and a co-design process with members of the VCSE sector, a draft set of proposals for the new funding is almost ready for consideration by MCC Executive.

System Leadership
Macc, together with UHSM (University Hospital South Manchester NHS Foundation Trust), are running a series of system leadership events. The ambition is to foster a new culture where there is a desire by the public sector, housing providers, local authorities, the voluntary and community sector, healthcare providers and patient leaders to work collaboratively and use creative approaches in order to address the shared challenges that are faced across the community in line with the wider transformational programmes in Manchester.

Health and Social Care Transformation Funding
Greater Manchester Health and Social Care Partnership have allocated Manchester only a small proportion of what they asked for, £12 million, and asked for more detailed bids before they release more funding. There is a great deal of different interested parties vying for funding.

Community Links for Health
A £1 million tender has launched for work in North Manchester. The aim is: to connect registered residents of Manchester with a range of social and community sources of support; and to have one clear referral system or single point of access to allow One Team health and care practitioners (starting with GPs) to connect people with various sources of support. The tender is part of the Primary Care Prevention Proposal which is almost certainly receiving funding from the Transformation Fund to extend the same approach to central and south Manchester.

Enabling Self-Care
Self-Help Services together with other partners were successful in winning a tender to provide training for statutory and voluntary sector health and social care staff in “person centred care”, a way of work that emphasises the importance of the client’s wishes and goals. This approach is part of the Primary Care Prevention Proposal.

Local Care Organisation
A tender for a Local Care Organisation has been launched. This LCO will provide much of the community-based statutory health and social care services and lead on the “One Team” approach. The Manchester Providers Board, which is made up of the Manchester Healthcare Trusts, Manchester City Council and Voluntary sector reps (Including Mike Wild, Macc’s Chief Executive), is bidding. It would be a huge surprise if they weren’t successful and Michael McCourt has been appointed as the Chief Exec of Manchester Provider Board.

New Chief Executive for Manchester
Joanne Roney has started as the new Chief Executive for Manchester City Council. There is considerable hope that she will be more willing and interested in working with the voluntary sector than the previous incumbent. As part of her induction she will be meeting Mike Wild, Chief Executive of Manchester. She’s on twitter, @joanneroney

Young Manchester
Young Manchester, the new Youth Trust, has recently appointed its first chief executive, Michelle Farrell. She works for the organisation Teens and Toddlers at present and will start full time in the new job in about 2 months’ time.

Devolution
Over the last 3 months, the candidates for the GM Mayoral election have attended a significant number of events organised by the VCSE sector. Everone has been very positive about the role of the VCSE sector and has pledged to continue talking to and involving the sector if they are elected.
