A fund of up to £12 million for Police and Crime Commissioners (PCCs) to use towards the commissioning of victims’ service in 2014/15 was announced recently by the Ministry of Justice. In Greater Manchester, there will be potential access to a maximum of £1.1 million.
The PCC for Greater Manchester is considering a number of proposals for commissioning already; however, he would also like to offer an opportunity to partners to put forward further suggestions for consideration and potential prioritisation.
All bids must be evidence-led, sustainable and in a position to start delivery immediately. Proposals should also demonstrate alignment with public service reform principles.
Specific criteria that must be evidenced in bids:
• There must be an ability to spend the allocated fund within 2014/15.
• The funding will only be used to support victims of the most serious crime, persistently targeted victims or victims who are vulnerable or intimidated.
• The funding will be used to support victims of crime to cope and as far as possible recover from their experience.
The Police and Crime Commissioner would like to receive a variety of proposals and emphasises that all suggestions are important – even if they are not included in the initial bid for funding they will be considered for inclusion within the wider approach to victims’ services commissioning which the PCC takes responsibility for from April 2015.
New Economy has been asked to co-ordinate the initial proposals on behalf of the Office of the PCC and will support the PCC to develop a response. The PCC will review all proposals and decide on the final bid.
