Manchester’s Early Help Strategy 2015–2018

“Early Help is intervening early and as soon as possible to tackle problems emerging for children, young people and their families or with a population most at risk of developing problems. Effective intervention may occur at any point in a child or young person’s life”.

The Early Help Strategy is owned and will be implemented by Manchester Children’s Board. It is a key element of their overall vision to improve outcomes for children, young people and their families. It has been developed following a series of consultation processes and is an update of the Early Help Strategy launched in December 2013.

This three-year strategy will be implemented from 2015 to 2018. An annual review will be undertaken by the Children’s Board, and quarterly performance monitoring will ensure progress and improvements are being made.

The strategy will set out how all partners will work together to reform, strategically plan, jointly commission and deliver a range of provision to support children, young people and their families at the earliest opportunity. This means providing services at the right time to meet families’ needs and to keep them in control of resolving their issues and problems.

Multi-Agency Levels of Need and Response Framework
This Multi-Agency Levels of Need and Response Framework has been developed to assist those who work with children, young people and their families in Manchester.

It aims to assist practitioners to identify the level of need of a child or young person (in the context of their family, environment and experiences) and provides simple guidelines on how to respond with the most appropriate and proportionate intervention at the right time.

This guidance has been co-produced with partners from the statutory and voluntary sectors, and children, young people and families in Manchester. The guidance provides a number of potential indicators that may highlight additional needs across a broad spectrum, and can be used to enhance collective understanding of risk.

Whatever their level of need, children and young people should always have access to universal services, and for most children this will provide all the opportunities they need to reach their potential. However, there are times when their needs mean they require an enhanced level of support, either due to their own increasing complexity of need, or the impact of external factors.
